Stage 11 Sections 30–31 · Schedules I–II

Payment, R&R & Project Closure

The final stage — disbursing compensation and rehabilitation benefits, taking possession, and closing the acquisition file with full audit trail.

From award to payment

Once awards are published, the requiring body deposits compensation with the Collector. Payment is made to entitled persons — or deposited in court if disputed. Under LARR, affected families also receive R&R benefits which may include housing, employment, annuity, and skill training per Schedule II.

Payment workflow

  1. Award acceptance / lapse of objection

Claimant accepts or statutory period for reference expires.

  2. Payment voucher generation

Treasury bill / NEFT details prepared per beneficiary.

  3. Disbursement

Bank transfer or cheque; receipt acknowledged digitally.

  4. R&R delivery

Plots, employment, annuity — tracked separately from land value.

  5. Possession & handover

Land handed to project authority; mutation in revenue records.

  6. Project closure

Final compliance report — all awards paid, R&R delivered, file archived.

R&R entitlements (Schedule II highlights)

  • Resettlement housing or housing allowance
  • Employment or one-time payment substitute
  • Subsistence allowance during transition
  • Skill training & transport allowance
  • Annuity & health benefits for vulnerable families
Closure checklist

A project is legally complete only when every award is disbursed (or deposited), R&R commitments are fulfilled or funded, possession is documented, and the audit trail is available for RTI / court scrutiny.
