Section 21 — Notice to Persons Interested

After declaration, the Collector marks out the land, measures it, and notifies every person who may claim compensation to come forward.

Purpose of Section 21

Section 21 ensures due process before award: the Collector must mark out the land, measure it, and issue public notice calling upon every person interested (owners, tenants, mortgagees, easement holders) to appear and state their claims for compensation.

Steps

  1. Marking out on ground

    Boundaries pegged as per approved plan — often with engineering team.

  2. Measurement

    Area verified against survey records; discrepancies noted.

  3. Public notice

    Published at tehsil, village, and newspapers — date fixed for claims.

  4. Claims & enquiry

    Collector records claims, conducts enquiry into title and interests.

  5. Reference for award

    Verified schedule passed to award proceedings u/s 23.

Who may appear?

Landowners, co-sharers, tenants with protected rights, those with registered mortgages, and in LARR — affected families including livelihood losers who may claim R&R under Schedule I.
