What is a preliminary notification?
Section 11 authorises the Collector to publish a preliminary notification in the Official Gazette and locally, stating that land in a specified area is needed for a public purpose. From this date, certain legal consequences follow — including restrictions on land transactions and the right of affected persons to object.
Contents of the notification
- Public purpose of acquisition
- Description of boundaries / survey numbers
- Name of requiring body (e.g. NHAI, PWD, district)
- Date from which land is marked for acquisition
- Information on where maps/plans can be inspected

Affected persons may file objections u/s 15 within the statutory period.

Preliminary notification under Section 11 is not the final declaration of acquisition (Section 19). It announces intent and starts the process — owners still have rights to object and be heard.
